Giuliani vs. Crime in Mexico City. Can Giuliani reduce crime in Mexico City? Most of the sources cited say no. Some even question whether he'll give it shot at all:Though both Giuliani's firm and Mexico City Police Chief Marcel Ebard insist the deal is on, Giuliani has postponed visits here twice. Mexico City officials stoked the rumor mill further by sheepishly admitting they were still seeking private donations for his fee. And where would such donations come from? Luckily for Rudy, there's absolutely no way for that to be disclosed if he doesn't want it to.
